If marijuana is declassified to schedule 2 on a federal level what does that actually mean?


It means that research and development of various cannabis based products would be able to proceed. It is much easier to be able to obtain approval for human trials and studies when the drug that you are investigating is not a Schedule 1 drug. It would mean it would be available in all of the US as well. Depending on the state law it may also mean that a physician prescription would be required.
