Shatter and crumble can only be used orally if they have been decarboxylated first. If they have not gone through this process first then the THC will not have a psychoactive affect on you. This also goes for cannabis oil.
However, shatter and crumble are not of a good consistency for sublingual absorption. You could do it, but it would be much more efficient to vaporize it on a pipe made for concentrates or in a vaporizer pen.
