"Would the suppository method for using Cannabis Oil be the best method for treating rising PSA after Prostate removal, where cancerous cells remain in the prostate bed? "
It would seem to make sense that cannabis applied in close proximity to the prostate gland would provide some therapeutic benefits. I would treat the cancer from "both ends" and use rick simpson oil orally and directly applied to the prostate.

A rising PSA level after a radical prostatectomy (if that is what was performed) means that some prostate cells are still present somewhere in the body. Since PSA is only produced by prostate cells and the prostate is no longer there, there is prostate cells somewhere else in the body. A suppository would not affect any prostate cells "left over".
The first thing that should be done is to see your urologist of course. This is an excellent summary of from Johns Hopkins University that explains this very clearly: https://urology.jhu.edu/newsletter/prostate_cancer52.php
