CBD on its own does not contain terpenes – they are different components of the hemp plant. Unless otherwise marked, CBD oil will contain only CBD.
Whether a particular hemp CBD extract also contains terpenes depends on how the oil is extracted. That said, plants bred for industrial hemp typically have a smaller terpene profile than marijuana plants, so they do not have a strong flavor or aroma on their own. (Any CBD product can also be infused with terpenes after the fact, however.)
