Yes you do, as per CA state law there does need to be a video connection in order for the consultation to qualify as ‘Telehealth’ and maintain the standard of care of a regular doctors visit.
You can use a tablet computer, laptop, or any smart phone (Android and iPhone, Windows or Mac). Basically any modern device with a camera should work.
If you don’t have such a device, you are better off finding a in-person doctor to do the consultation.
