Do doctors legally prescribe medical marijuana?

No. A physician can only prescribe a medication that has FDA approval. Cannabis is not a FDA approved drug and as such has been labeled a Schedule 1 drug, which is that "the drug has no currently accepted medical use in treatment in the United States".
All legislation relating to medicinal cannabis therefor has to call it a "recommendation" that is issued by a physician.
